Abstract

This study aims to examine Evidence-Based Human Resource Management (EB-HRM) and its role in enhancing proactive decision-making within modern organizations. The research focuses on analyzing how scientific data, internal organizational records, and practical expertise are utilized to support administrative decisions based on forecasting and scientific analysis. Relevant Arabic and international studies were reviewed to establish the theoretical foundations and identify research gaps, followed by a conceptual model illustrating the relationship between evidence, predictive analysis, and proactive decision-making. Findings indicate that organizations adopting evidence-based HRM exhibit higher capabilities in predicting behavioral and organizational trends, improving decision quality, and reducing operational risks. The study also emphasizes the crucial role of leaders and HR managers in promoting an evidence-based culture and leveraging statistical analysis and machine learning to support proactive decisions. The research concludes that applying these practices contributes to achieving a sustainable competitive advantage and enhances organizational resilience against environmental changes and managerial challenges.
